Quantity Surveyor as Technical Auditor  

The purpose of a Technical Auditor is to provide an up-to-date opinion regarding the overall performance and compliance status of the entire project together with timely and independent recommendations on measures/actions to be taken towards remedying errors that could have occurred or can in the future jeopardize project implementation and results.

Technical Audit exercise starts at the awarding of the contract as an indicative timeframe and concludes by latest at the end of the Implementation period

The Technical Auditor together with the Project Manager drafts a work program taking into account relevant implementation milestones, including among others timing of issuance of provision acceptance certificates vs. work program, etc.

The checks and verifications to be performed by the Technical Auditor will be carried out using appropriate methods and techniques including but not necessarily limited to site surveys, measurements, independent laboratory tests, photos, and calculations to verify quantities based on statements and documents produced by the contractor(s) and the supervising consultant(s).

The Technical Auditor may recommend further in-depth measures if deemed necessary as well as further capacity-building measures.

The services of the Technical Audit contract are related to the above-mentioned contracts and more in detail shall:

  1. a) Examine and assess the conformity and quality of the contractual documents and engineering detailed design for construction (works and supervision contracts).
  2. b) Perform site visits,
  3. c) Examine and assess the correctness of the payment certificates (including requests for advance payments) issued by the works contractor(s), approved by the Supervisor’s Representative(s), the Supervisor, and the Contracting Authority.
  4. d) Examine and assess the correctness of the invoices (including requests for advance payments) issued by the consultant(s) responsible for supervision of the works by its/their contract and approved by the Supervisor and the Contracting Authority.
  5. e) Examine and assess whether work supervision is carried out per the terms of reference of the supervision contract(s) and following standard works supervision procedures.
  6. f) Examine and assess the appropriateness of the capacity-building plan and related training/workshop/guidelines.
  7. g) The auditor is expected to propose, at all stages of his assignment, corrective measures that could affect positively the quality of the works and to inform as soon as possible the Client of any anomalies detected.
  8. h) The following is an indicative schedule for the execution of the works, however, the Consultant shall propose and justify its methodology for each of the works including a timetable to ensure the required efficiency of tasks to be performed. The timetable of foreseen works will be discussed and updated.

Particular oriented works such as the mid-term and final evaluations of Capacity Building components, structural or hydrologic engineering assessment, etc. are carried out by the specific experts together with the Team Leader or combined with the standard technical audit mission.
